In 1961, DB commissioned German electric and locomotive construction companies to submit suitable designs for a six-axle locomotive with an output of at least 5,000 kW – suitable for a top speed of 200 km/h. In February 1965, the first of four pre-series machines was delivered. However, Germany's new parade horses could not fully serve in scheduled service because of the speed regulations of the time. With the entry into service of the DRG Class 103.1 in 1970, the advance locomotives increasingly lost their planned performance, but were still available for test runs with new wagons.
